The code has to do with the fuel tank evaporation system that allows your fuel tank to bleed off tank pressure while not releasing harmful vapor into the atmosphere (your carbon canister). It runs as a vacuum from your tank, up the ds frame rail to the carbon canister beneath your ds headlight, then out of the canister to your engine vacuum. In between on the 96s were several metering devices, check valves and solenoids that determine that the system is functioning properly. So basically, you're trying to follow this system to find the culprit for your code.
